Im about to buy a phone on ebay. It says it's unlocked, but I want to know for sure. This is what the description says:

goes that mean that I can use the phone with any carrier that uses a simcard?
I have at&t and the phones t mobile (both use sims).
when you buy a cell phone let's take the iphone for example the iphone is only available on at&t so people say it's locked to that network. unlocked would then be the opposite of this so if you have an unlocked iphone you could use it on any network
